In 2005, Scott Kvandal led a team of six from the United States to work with the family of Wilfrido and Elisa Talavera in the town of Tobati, Paraguay. Our goal was to share the gospel by going door-to-door and to start a new evangelical church. God had a much bigger plan. In 2007, God revealed that He desired to build a special place, to be called Su Refugio, which would not only have a church but also have a place to care for children and orphans suffering from abuse, abandonment or living in impoverished conditions.

Construction of Su Refugio Paraguay began in 2008 and today Su Refugio includes a variety of facilities and programs focused on changing lives by bringing hope to the hopeless.
